المراقبة الالكترونية وأثرها على حقوق وحريات المحكوم عليه Electronic Monitoring Of The Convict And Its Impact On His Rights And Freedoms

الملخص
نظرا لفشل العقوبات السالبة للحرية في الحد من الجريمة، وآثارها السلبية على عائلات المحبوسين، وعلى ميزانية الدولة، أصبح بالإمكان تطبيق عقوبات ووسائل بديلة عنها، ومن هذه الوسائل نجد المراقبة الالكترونية للمحكوم عليه أو ما يسمى بالسوار الالكتروني، الذي يسمح للمحكوم عليه بقضاء عقوبته خارج المؤسسة العقابية لكن تحت رقابة القضاء. Given the failure of custodial penalties to reduce the commitment of crimes and their negative effects on the families of prisoners and the state budget, it has become possible to apply alternative penalties and meas. One of these later isthe electronic supervision of the convict,also known as the electronic bracelet, which allows the convict to pass his/her sentence outside the penal institution but under the supervision of the judiciary.
