الآليات المساعدة للحدّ من ظاهرة اختطاف الأطفال Mechanisms To Help Reduce The Phenomenon Of Child Abduction

الملخص
ملخص: تعتبر ظاهرة اختطاف الأطفال واستغلالهم في عديد المجالات سواء الأخلاقية منها أو من أجل جلب المال من أخطر الظواهر على المجتمع، إذ أنها تخلف جيلا مضطربا أخلاقيا وسلوكيا، ناهيك عن ما تسببه من فوضى وعدم استقرار لدى الأسر المصابة، وتبعا لذلك فقد عمدت الدول بصفة منفردة أو ضمن مجموعات إلى التأسيس لمنظومات قانونية رادعة للحد من هذه الظاهرة، إضافة إلى استغلال كافة الآليات الأساسية منها والمساعدة كالمؤسسات الإعلامية أو التعليمية أو الدينية، بما في ذلك مؤسسات المجتمع المدني، إضافة إلى ما تبرمه الدولة من اتفاقيات مع أعضاء المجتمع الدولي، كل ذلك بغرض تجفيف منابع الإجرام التي قد تطال الأطفال، وفي مقدمتها جريمة اختطافهم و إبعادهم عن أهاليهم و ذويهم، وذلك لما تنطوي عليه هذه الأخيرة من مأساة على الأسرة والمجتمع على حد سواء. ومن أجل مكافحة هذه الظاهرة بات من الضروري التأسيس لمنظومة قانونية متكاملة تعنى بحماية الأطفال وإدماج الضحايا منهم في الحياة الاجتماعية حتى لا يصابوا بالعزلة ومن ثم الانحراف. Abstract: The phenomenon of kidnapping children and exploiting them in many areas, whether moral or for the sake of making money, is considered one of the most dangerous phenomena for society, as it creates a generation that is morally and behaviorally disturbed, not to mention the disturbances and instability it causes in affected families. Accordingly, countries have sought, individually or in groups, to establish deterrent legal systems to limit this phenomenon, in addition to exploiting all basic mechanisms, including assistance such as media, educational or religious institutions, including civil society institutions, in addition to the agreements concluded by the state with members of the international community, all with the aim of drying up the sources of crime that may affect children, most notably the crime of kidnapping and separating them from their families and relatives, as the latter entails a tragedy for the family and society alike. In order to combat this phenomenon, it has become necessary to establish an integrated legal system concerned with protecting children and integrating their victims into social life so that they do not become isolated and then deviant.
