الملخص

تثمينا لمنصب الأمين العام للبلدية في المساهمة في إدارة وتسيير البلدية نسجل أن المنظم الجزائري قد حدد طريقتين لاختياره، فالطريقة الأولى تنفذ بمرسوم تنفيذي بناءا على إقتراح من وزير الداخلية والجماعات المحلية في البلديات التي يزيد عدد سكانها عن 100.000 ألف نسمة، والثانية تنفذ بإصدار قرارا يكون صادرا من الوالي المختص بناءا على اقتراح يقدمه رئيس البلدية في البلديات التي يقل عدد سكانها عن100.000ألف نسمة، ولذلك يمكن القول في هذه المسألة أن هذا الأخير يعترف بأهمية الأدوار التي يكلف بهذا المسؤول على مستوى الجماعات القاعدية، فهو يمارس صلاحياته بصفتة رئيس الإدارة العامة تحت سلطة رئيس البلدية، وفي جانب أخر منها يمارس صلاحيات أخرى التي ترتبط آدائها مع دورات المجلس الشعبي البلدي. In appreciation of the position of the Secretary General of the municipality in contributing to the administration and management of the municipality, we note that the Algerian regulator through Executive in the special provisions applicable to the Secretary-General of the municipality, he has specified two methods for his choice.the first method is implemented by an executive decree based on a proposal from the minister of Interior and local communities in municipalities with a population of more than 100,000 inhabitants, and the second is implemented by issuing a decision issued by the competent governor based on a proposal submitted by the mayor in municipalities with a population of less than 100,000 thousand inhabitants. therefore, it can be said in this matter that the latter recognizes the importance of the roles assigned to this official at the level of grassroots groups, he he exercises his powers as the head of the public administration under the authority of the mayor, and in another aspect of which he exercises other powers that Her performances are connected with the sessions of the municipal People's Council.
