Abstract: This study examines the legal framework of digital sovereignty in Algeria through an analysis of recent legislative instruments—namely Law No. 25-11 amending Law No. 18-07 and Presidential Decree No. 25-320—alongside relevant prior legislation, with the aim of assessing their role in strengthening digital sovereignty and identifying existing gaps and challenges. The study concludes that Algeria has achieved notable legislative progress in this field, particularly through amendments to laws governing personal data protection, criminal procedure, and the Penal Code, in addition to the establishment of data governance, reflecting a shift toward the effective and practical protection of data. Nevertheless, certain shortcomings and challenges persist and require further attention. Keywords: Digital sovereignty, data governance, Law No. 25-11, Presidential Decree No. 25-320, digital evidence, cybercrime. الملخص: تتناول هذه الدراسة الإطار القانوني للسيادة الرقمية في الجزائر من خلال تحليل التشريعات الجديدة (القانون 25-11المعدل للقانون 18-07، والمرسوم 25- 320)، والتشريعات السابقة ذات الصلة، بهدف تقييم دورها في تعزيز هذه السيادة والكشف عن الثغرات والتحديات القائمة. وتخلص إلى أن الجزائر حققت تقدماً تشريعياً ملحوظاً في هذا الباب، خاصة عبر تعديل قوانين حماية المعطيات الشخصية، الإجراءات الجزائية، وقانون العقوبات، إلى جانب إقرار حوكمة البيانات، بما يعكس انتقالاً نحو حماية عملية للبيانات. رغم ذلك، لا تزال بعض النقائص والتحديات قائمة، وتحتاج إلى معالجة. الكلمات المفتاحية: السّيادة الرّقمية، حوكمة البيانات، القانون 25-11، المرسوم 25-320، الإثبات الرّقمي، الجرائم السِّيبرانية.
