Abstract: Algerian agricultural land has been gradually divided between fertile plains, mountainous terrain, high plateaus, rugged slopes, and steppes used for livestock grazing. This document aims to assess the various land and tax reforms related to the agricultural sector. These reforms have further complicated the land tenure situation and highlighted the instability and uncertainty faced by beneficiaries, hindering agricultural development and food security due to unclear policies or deviations in their implementation. The neglect of the financial aspect, which represents a significant source of state revenue, promotes agricultural stability, and eliminates fictitious farmers, has been a contributing factor since 1989 Constitution.
