.Law No. 23-17, enacted in 2023, represents one of the most recent legislativedevelopments in Algeria. It establishes the conditions and procedures governing the allocation of economic land intended for investment projects, particularly those concerning state-ownedprivateproperty. Thislawintroduces a new legal concept of economicproperty, defined as any land belonging to the privatedomain of the state or anyotherprivatepropertyacquired by the Algerian Investment Promotion Agency on behalf of the state, whichmaybedesignated to host an investmentproject in accordance with the relevant investmentlegislation.Thesignificance of this topic lies in its focus on a modern and strategic reformwithinAlgeria’seconomic land management policy, givenits central role in stimulating both local and foreign investment and enhancing the business climate. The development of economic lands allocated for investmentpurposesisentrusted to specialized public agencies operating in the fields of industrial, tourism, and urban real estate — a stepthatreflects the state’scommitment to modern governance and efficient management of investmentproperty.Within this context, the present study aims to analyze the organization of one of thesespecialized public agencies, namely the public agency dedicated to tourism real estate, considering the importance of the tourism sector in achieving sustainable economic development and attracting high-value investments.
