الملخص

شهدت البيئة الأمنية في منطقة شمال إفريقيا والساحل خلال العقود الأخيرة تحولات عميقة اتسمت بتصاعد التهديدات غير التقليدية، وعلى رأسها الإرهاب العابر للحدود، وشبكات الجريمة المنظمة، والهجرة غير النظامية، والاتجار غير المشروع بالسلاح، بما أفرز نمطًا جديدًا من المخاطر المركبة التي تتجاوز قدرة المقاربات الأمنية الكلاسيكية على الاحتواء. وفي هذا السياق، لم يعد الأمن القومي مجرد مسألة عمليات ميدانية أو استجابة عسكرية ظرفية، بل أصبح رهينًا ببناء عقيدة أمنية وطنية قائمة على المعرفة الاستراتيجية، والتخطيط الاستباقي، وإنتاج الخبرة التحليلية المؤسسية. ضمن هذا التحول، برز دور مراكز الدراسات والبحث العسكري باعتبارها خزانات تفكير استراتيجي تسهم في تحويل الخبرة العملياتية إلى سياسات عامة، وفي مدّ صانع القرار بالأدوات التحليلية والتقديرات المستقبلية اللازمة لصياغة خيارات أمنية رشيدة. إذ أصبحت العلاقة بين المعرفة العسكرية وصناعة القرار السياسي علاقة تكاملية، تتجاوز الفصل التقليدي بين «الميدان» و«التحليل»، لتنتج نموذجًا جديدًا للأمن المؤسسي القائم على الأدلة والاستشراف. تمثل تجربة الجزائر حالة متميزة في هذا الإطار، نظرًا لما راكمته من خبرة تاريخية في مكافحة الإرهاب منذ تسعينيات القرن الماضي، ثم في مواجهة التداعيات الأمنية للأزمات الإقليمية في الساحل وليبيا، وما صاحب ذلك من تطوير تدريجي لعقيدة دفاعية وطنية تجمع بين الردع الصلب، والوقاية الاستخباراتية، والتنسيق الحدودي، والعمل الاستباقي. وقد اضطلع الجيش الوطني الشعبي، من خلال مؤسساته البحثية والأكاديمية ومراكزه التحليلية، بدور محوري في بلورة هذه العقيدة عبر إنتاج المعرفة الاستراتيجية، وتقييم المخاطر، وصياغة السيناريوهات، وتقديم البدائل السياساتية لصناع القرار. وانطلاقًا من ذلك، يكتسب البحث في دور مراكز الدراسات العسكرية أهمية خاصة لفهم الكيفية التي تتحول بها المعرفة الدفاعية إلى رافعة لصناعة السياسات الأمنية، وكيف يمكن للمؤسسة العسكرية أن تتجاوز وظيفتها التنفيذية التقليدية لتصبح فاعلًا معرفيًا واستشرافيًا داخل دورة صناعة القرار الأمني. وعليه، تسعى هذه الدراسة إلى تأطير التجربة الجزائرية بوصفها نموذجًا عربيًا قابلًا للتحليل والمقارنة، يبرز أثر التكامل بين البحث الاستراتيجي والقدرة العملياتية في بناء أمن وطني أكثر مرونة وفاعلية أمام التهديدات العابرة للحدود. Abstract: Over the past decades, the security environment in North Africa and the Sahel has undergone profound transformations marked by the escalation of non-traditional threats, most notably transnational terrorism, organized crime networks, irregular migration, and illicit arms trafficking. These dynamics have generated a new pattern of complex and hybrid risks that exceed the containment capacity of conventional security approaches. In this context, national security can no longer be reduced to field operations or temporary military responses; rather, it has become increasingly dependent on the development of a comprehensive national security doctrine grounded in strategic knowledge, anticipatory planning, and institutional analytical expertise. Within this evolving framework, military research and strategic studies centers have emerged as critical “think tanks” that transform operational experience into public policies and provide decision-makers with analytical tools and forward-looking assessments necessary for rational security choices. The relationship between military knowledge and political decision-making has thus evolved into an integrative and complementary one, transcending the traditional divide between “the field” and “analysis” to foster a new model of evidence-based and foresight-oriented institutional security governance. Algeria represents a particularly significant case study in this regard, given its accumulated historical experience in counterterrorism since the 1990s and its subsequent efforts to address the security repercussions of regional crises in the Sahel and Libya. These challenges have driven the gradual development of a national defense doctrine that combines hard deterrence, intelligence-led prevention, border coordination, and proactive security measures. Through its academic institutions, research bodies, and analytical centers, the People’s National Army has played a central role in shaping this doctrine by producing strategic knowledge, assessing risks, developing scenarios, and proposing policy alternatives to decision-makers. Accordingly, examining the role of military studies centers becomes essential for understanding how defense knowledge can serve as a lever for security policy formulation and how military institutions can transcend their traditional executive functions to become cognitive and anticipatory actors within the security decision-making cycle. This study therefore aims to conceptualize the Algerian experience as an Arab model suitable for analysis and comparison, highlighting the impact of integrating strategic research with operational capacity in building a more resilient and effective national security system capable of addressing cross-border threats.
