الملخص
تمثل الإدارة الإلكترونية الذكية أداة محورية لإرساء حوكمة رشيدة للإنفاق العام، في ظل متطلبات الإدارة الحديثة التي تقوم على الشفافية، والنجاعة، والمساءلة، وعليه تهدف هذه الدراسة إلى معرفة مساهمة أدوات التسيير الحديثة الداعمة للتقنية في تعزيز فعالية الإدارة الذكية في حوكمة الانفاق وتقليل التكاليف غير الضرورية وباستخدام المنهج الوصفي، وعينة بحثية قدر عددها ب 25 موظفا بجامعة باتنة 1. توصلنا إلى أن الادارة الالكترونية الذكية كآلية تساهم لحوكمة الإنفاق في ظل متطلبات الإدارة الحديثة في جامعة باتنة1 وهذا من خلال مساهمة أدوات التسيير الحديثة الداعمة للتقنية في تعزيز فعالية الادارة الذكية في حوكمة الانفاق، وكذا مساهمة أنظمة المعلومات الادارية الذكية في تقليل التكاليف غير الضرورية. Smart electronic administration represents a pivotal tool for establishing sound governance of public spending, in light of the requirements of modern management based on transparency, efficiency, and accountability. Therefore, this study aims to understand the contribution of modern management tools supported by technology in enhancing the effectiveness of smart administration in governing spending and reducing unnecessary costs. Using the descriptive method and a research sample of 25 employes at Batna 1 University. We concluded that smart electronic management, as a mechanism, contributes to the governance of spending in light of modern management requirements at Batna 1 University. This is achieved thru the contribution of modern management tools supported by technology in enhancing the effectiveness of smart management in spending governance, as well as the contribution of smart administrative information systems in reducing unnecessary costs.
