Joint Real Estate Policy As A Mechanism For Algerian–tunisian Cooperation In Border Areas

Abstract
Abstract: The fields of partnership and cooperation between Algeria and Tunisia are diverse, encompassing the economic, social, cultural, and political sectors, all converging toward the objective of promoting the development of both countries, particularly with regard to the development and upgrading of border regions.Both states strive to establish partnerships and conclude agreements aimed at fostering growth in these regions, which are often less developed than urban centers. Whether long-standing or recent, this cooperation has extended to multiple domains, notably the real estate sector, including industrial, touristic, agricultural, cultural, and forest real estate.It also covers the exploitation of water resources, as well as roads, public works, urban development, and mining activities, among others. In line with this cooperation, numerous projects have been planned, some already implemented and others still in progress. Despite the efforts made by both parties, many challenges persist in achieving the intended development objectives الملخص: تتسم مجالات الشراكة والتعاون بين الجزائر وتونس بالتنوع، إذ تشمل القطاعات الاقتصادية والاجتماعية والثقافية والسياسية، وكلها تصبّ في تحقيق هدف مشترك يتمثل في تعزيز التنمية في كلا البلدين، ولا سيما فيما يتعلق بتنمية وتأهيل المناطق الحدودية. ويسعى البلدان إلى إقامة شراكات وإبرام اتفاقيات تهدف إلى دعم النمو في هذه المناطق التي غالبًا ما تكون أقل تطورًا مقارنة بالمراكز الحضرية. وسواء كان هذا التعاون قديمًا أو حديثًا، فقد امتد إلى مجالات متعددة، ولا سيما قطاع العقار بمختلف أنواعه، بما في ذلك العقار الصناعي والسياحي والزراعي والثقافي والغابي. كما يشمل استغلال الموارد المائية، وتطوير الطرق والأشغال العمومية، والتهيئة العمرانية، والأنشطة المنجمية، وغيرها. وفي إطار هذا التعاون، تم التخطيط لعدة مشاريع، نُفّذ بعضها ولا يزال بعضها الآخر قيد الإنجاز. ورغم الجهود المبذولة من الطرفين، ما تزال العديد من التحديات قائمة تحول دون تحقيق الأهداف التنموية المنشودة بالكامل.
