The aim of this study is to demonstrate the structures of health risk management: composed of the social security system (CNAS / CASNOS) and those from the private insurance sector. Social security is financed by mandatory monthly contributions from employees or periodic/annual contributions for the self-employed, plus support from public funds. It covers approximately 80% of the health needs of social security beneficiaries, offering necessary benefits in kind (consultations, hospitalizations and medications) and in cash (compensations). Since 1962, several reforms have standardized and expanded this coverage, but challenges remain: the saturation of public hospitals, regional disappearance, unequal services, inefficient management of funds and health structures. Private supplementary health insurance is expected to decline by 17% (0.4% of the market, 87.6 million DA in 2024 compared to 106.1 million DA as of December 31, 2023). This is due to the predominance of the public system. Despite overall growth in personal insurance (+3.2%, 20.1 billion DA), supplementary health insurance remains limited. Recommendations include strengthening public infrastructure, extending free care for serious illnesses, and developing private health insurance products targeting care not covered.
