This study highlights the importance of preventive culture as a strategic mechanism for improving the performance of service institutions, through a case study of the National Social Insurance Fund for Salaried Workers (CNAS) – Batna Agency. Using a deductive and qualitative approach based on interviews, observation, and document analysis, the research explores the level of preventive awareness and organizational practices. Findings show that preventive culture enhances institutional performance by reducing workplace accidents and absenteeism, improving service quality, and increasing satisfaction among employees and beneficiaries. The study concludes that prevention is not limited to compliance with regulations but represents an integrated institutional culture that reflects administrative maturity, responsibility, and operational effectiveness, thereby contributing to sustainable service performance in public organizations
