A Critical Review Of The It Governance Literature Within The Cobit Curriculum In Higher Education Institutions From A Communication Perspective

Authors : Chabi Sana .

Abstract

: This study aims to provide a systematic critical review of the literature that addresses the topic of information technology governance in higher education institutions within the framework of COBIT, from a communication perspective that places the role of institutional communication as an intermediate variable influencing the effectiveness of governance. The research relied on the content analysis approach of relevant sources published between (2010 –2025) and tracked the development of the framework from COBIT 4.1 to COBIT 2019, while evaluating the extent to which the communication dimension was integrated into each study. The study included seven studies that varied between foreign and Arab, as the results showed that early research focused on the technical measurement of governance maturity. More recent studies have increased awareness of the communication dimension, but dealing with it remains descriptive or procedural without standard measurement models. Accordingly, the review identifies a methodological gap represented by the absence of an applied framework that integrates communication quality within the COBIT matrix and links communication indicators to institutional maturity levels and educational outcomes.
