نشر القانون الدولي الإنساني كآلية لضمان احترامه Disseminating International Humanitarian Law As A Mechanism To Ensure Its Respect

الملخص
يعد نشر القانون الدولي الإنساني من أهم الالتزامات التي تقع على عاتق الدول المصادقة على اتفاقيات جنيف الأربعة لعام 1949، وبروتوكوليها الاضافيين لعام 1977. هذا النشر من شأنه أن يقلل الانتهاكات الجسيمة للقانون الدولي الإنساني التي ترتكب أثناء النزاعات المسلحة، خصوصا إذا وُجه للفئات المعنية بهذا القانون وفي مقدمتهم أفراد القوات المسلحة بمختلف رتبهم، والأوساط الجامعية والطبية والإعلامية ، ومن أهم النتائج التي توصل إليها هذا البحث أن نشر القانون الدولي الإنساني كان له فائدة ولو قليلة في الحد من الانتهاكات الجسيمة لهذا القانون ، لهذا ينبغي مواصلة نشره لتحقيق نتائج أفضل، باستخدام أهم الأساليب التي ترسخ أحكامه ووجوب احترامه من الأفراد المخاطبين به، بالنظر إلى أهدافه النبيلة والإنسانية. Disseminating international humanitarian law is one of the most important obligations of states that have ratified the four Geneva Conventions of 1949 and their two Additional Protocols of 1977. This publication will reduce the serious violations of international humanitarian law committed during armed conflicts, especially if it is directed at the groups concerned by this law, primarily members of the armed forces of all ranks, and academic, medical, and media circles. This publication has had the merit of reducing the serious violations of international humanitarian law committed during war, especially if it is directed at the groups concerned by this law, foremost among them members of the armed forces, such as the army and police of all ranks, and academic, medical, and media circles. One of the most important findings of this article is that the dissemination of international humanitarian law has had some benefit, albeit limited, in reducing serious violations of this law. Therefore, its dissemination should continue to achieve better results, using the most effective methods that consolidate its provisions and the obligation to respect them by those addressed by it, given its humanitarian objectives.
