الملخص

تدرس هذه المقالة التجارب النووية الفرنسية في الجزائر، وتُحلل مسألة الاعتذار الفرنسي في ضوء منظور الأمن الأنطولوجي. يتيح هذا المنظور مقاربة أوسع للأمن من خلال التركيز على مفاهيم مثل الهوية والذات والسردية التاريخية للدولة، وما يرتبط بها من انعكاسات على أمن الفرد والجماعة. وتنطلق المقالة من فرضية مفادها أن الاعتذار لا يُعد مجرد موقف رمزي، بل يمثل ضرورة أمنية، تتجاوز الفهم التقليدي الذي يحصر الأمن في جانبه المادي. كما تهدف المقالة إلى دراسة التأثيرات المعنوية للتجارب النووية على الجزائر، والتطرق إلى موقع الاعتذار ضمن ديناميات العلاقات الدولية، مع إبراز كيف يفسر مفهوم الأمن الأنطولوجي حاجات الشعوب إلى الاعتراف والكرامة إلى جانب متطلبات الحماية المادية. This article examines the French nuclear tests in Algeria and explores the question of whether France should issue an apology, framed through the lens of ontological security. This perspective broadens the idea of security by moving beyond material concerns and focusing on identity, collective memory, and the historical narratives that shape both individual and national well-being. The central argument is that an apology is not just a symbolic gesture, but a vital step toward healing and security. The article also highlights the deep moral and psychological scars left by the nuclear tests on Algerian society. It places the demand for an apology within the wider dynamics of international relations, showing how recognition and dignity are just as essential to security as physical safety. By linking apology with ontological security, the article emphasizes that addressing past injustices can open the way for trust, reconciliation, and more stable relations in the future.
