الملخص

تناقش هذه الدراسة دور القوى المتوسطة في النظام الدولي، مع التركيز على إشكالية تعريف هذا المفهوم وتباين أدوار هذه القوى في ظل التعددية القطبية. تُظهر الدراسة أن القوى المتوسطة لا تُحدَّد فقط بناءً على قدراتها المادية، بل تتأثر أيضًا بالتصورات الذاتية والهويات السياسية والأدوار التي تختارها في تفاعلها مع القوى الكبرى. من خلال تحليل الأدبيات الحالية، بما في ذلك النظر في قوى مثل كندا وتركيا، تبين الدراسة أن القوى المتوسطة قد تتبنى أدوارًا تعديلية أو داعمة للنظام الدولي، اعتمادًا على استراتيجياتها السياسية. تظهر النتائج أن مفهوم القوة المتوسطة ليس ثابتًا بل يتغير تبعًا للعوامل الذاتية والخارجية، مما يجعل هذه القوى فاعلة محورية في الاستقرار والتغيير في النظام الدولي المعاصر. This study discusses the role of middle powers in the international system, focusing on the problem of defining this concept and the varying roles of these powers in the context of growing multipolarity. The study shows that middle powers are not defined solely by their material capabilities but are also influenced by their self-perceptions, political identities, and the roles they choose to play in relation to major powers. Through reviewing current literature, including cases like Canada and Turkey, the study reveals that middle powers may adopt either revisionist or system-supporting roles, depending on their political strategies. The findings demonstrate that the concept of middle power is not fixed but evolves according to both internal and external factors, making these powers pivotal actors in both the stability and transformation of the contemporary international system.
