التمكين الاقتصادي للمرأة المطلقة في التشريع الجزائري ودوره في تحقيق الاستقرار الأسري

الملخص
التمكين الاقتصادي للمرأة المطلقة هو مسار إصلاحي يهدف إلى تحقيق استقلالها المالي، الأمر الذي يعزز استقرارها الأسري بعد الطلاق، لهذا فقد أرسى المشرع الجزائري مجموعة من الآليات لتمكينها اقتصاديا، حيث أقر لها مجموعة من الحقوق المالية، وفتح لها المجال للاستفادة من التكوين المهني وأجهزة تمويل المشاريع المصغرة، كما كرس دور وزارة التضامن الوطني والجمعيات الخيرية في مرافقتها اقتصاديا واجتماعيا. وقد توصلنا إلى أنه رغم الجهود المبذولة لا تزال المرأة المطلقة تعاني من ضعف الوصول للفرص والموارد الاقتصادية بسبب صعوبات إدارية أو ثقافية، وهو ما يتطلب التطبيق الفعلي للنصوص والتنسيق بين جميع القطاعات المعنية لتحقيق تمكين اقتصادي فعلي لها The economic empowerment of divorced women is a reform path aiming to achieve financial independence of women to foster their family stability after divorce. Thus, the Algerian legislator established a number of devices to empower this category of women economically. The legislator approved for them a number of financial rights, and offered them new horizons to benefit from professional training, project funding, and social and economic support from the ministry of national solidarity and from charitable organizations. The results show that despite the efforts made, divorced women are still suffering lack of opportunities and of economic resources because of administrative and cultural difficulties, and this require the effective implementation of the legal texts and the coordination between all involved sectors to achieve a real empowerment of women.
