انعكاسات التغيرات المناخية على التنمية المستدامة في الجزائر: قراءة في التحديات والخيارات الاستراتيجية

الملخص

أضحت التغيرات المناخية وما تفرزه من آثار سلبية تهديدا حقيقيا للبيئة والموارد الطبيعية، وهو ما يتنافى مع مبادئ التنمية المستدامة القائمة على حسن استغلال الموارد بما يضمن حقوق الأجيال الحاضرة والمستقبلية معا. ويُعد التصدي لظاهرة التغير المناخي والحد من انعكاساتها السلبية على البيئة والاقتصاد والمجتمع شرطا أساسيا لتحقيق التنمية المستدامة، في حين تساهم هذه الأخيرة بدورها في مواجهة التغير المناخي عبر تبني استثمارات وتقنيات صديقة للبيئة تقلل من الانبعاثات وتعزز القدرة على التكيف. والجزائر، رغم عدم أنها ليست السبب الرئيسي لظاهرة التغير المناخي إلا أنها تواجه تحدياتها المباشرة، وهو ما يستدعي دراسة انعكاساتها على مسار التنمية المستدامة واستعراض الاستراتيجيات الوطنية المعتمدة للتكيف مع هذه الظاهرة أو التخفيف من آثارها. Climate change and its negative effects constitute a real threat to the environment and natural resources, which runs counter to the principles of sustainable development based on the rational management of resources to safeguard the rights of both present and future generations. Combating climate change and reducing its impacts on the environment, the economy, and society therefore represent an essential condition for achieving sustainable development. In turn, sustainable development contributes to mitigating climate change through the adoption of environmentally friendly investments and technologies that reduce emissions and strengthen adaptive capacity. Algeria, although not a major contributor to the phenomenon, faces its own specific challenges, which makes it necessary to study the impacts of climate change on the country’s sustainable development process and to examine the national strategies implemented in terms of mitigation and adaptation.
