أشكال التعدي على الأرصفة وانعكاساتها على التنظيم الحضري

الملخص
تستعرض الدراسة مشكلة التعديات على الأرصفة في المدن الجزائرية، وتوضح كيف يؤدي ضعف الرقابة واستغلال الباعة والأنشطة التجارية غير النظامية للأرصفة إلى إعاقة حركة المشاة وتشويه الفضاءات العامة، وتقترح الدراسة مجموعة من الحلول المتكاملة لمواجهة هذه الظاهرة، تشمل تفعيل آليات المراقبة الحديثة، وتحسين التخطيط الحضري لتوفير بنية تحتية ملائمة للمشاة، وتعزيز المشاركة المجتمعية والتنسيق بين الجماعات المحلية والجهات الأمنية والجمعيات، بالإضافة إلى تقوية الحوكمة المحلية عبر الشفافية وتقييم السياسات الحضرية لضمان حلول فعالة ومستدامة تعزز جودة الحياة الحضرية. The study reviews the problem of sidewalk encroachments in Algerian cities, illustrating how weak oversight and the exploitation of sidewalks by informal vendors and unregulated commercial activities lead to the obstruction of pedestrian traffic and the distortion of public spaces. The study proposes a set of integrated solutions to address this phenomenon, including the activation of modern monitoring mechanisms, the improvement of urban planning to provide suitable pedestrian infrastructure, the enhancement of community participation and coordination among local authorities, security agencies, and associations, in addition to strengthening local governance through transparency and the evaluation of urban policies to ensure effective and sustainable solutions that enhance the quality of urban life.
