دبلوماسية الحياد: دراسة تحليلية لاستراتيجيات سلطنة عمان في تحقيق التوازن الإقليمي والعالمي

الملخص
هدفت الدراسة التعرف على دبلوماسية الحياد) دراسة تحليلية لاستراتيجيات سلطنة عمان في تحقيق التوازن الإقليمي والعالمي(، واستخدمت المنهج التاريخي التحليلي والوصفي والمقارن، وتحليل المضمون كأداة من خلال الاستقراء والتحليل والاستنتاج وتوصلت الدراسة إلى النتائج الآتية: ترسيخ سياسة الحياد الإيجابي: دلت الدراسة إلى أن عمان استطاعت الحفاظ على استقلالية قرارها السياسي من خلال اتباع سياسة الحياد الإيجابي، مما جعلها وسيطًا محايدًا في العديد من الأزمات الإقليمية، أما ما يخص التوازن في العلاقات مع القوى الكبرى: فقد تمكنت عمان من تحقيق توازن دقيق في علاقاتها مع القوى العظمى، مثل الولايات المتحدة والصين وروسيا، دون أن تصبح جزءًا من محاور سياسية متصارعة، مما أكسبها احترامًا دوليًا وساعدها في الحفاظ على مصالحها الوطنية، ومواجهة التحديات الجيوسياسية والاقتصادية: رغم الضغوط الإقليمية والدولية، تمكنت عمان من الحفاظ على نهجها الحيادي، مع سعيها لتنويع اقتصادها لتقليل الاعتماد على النفط، مما يعزز استدامة سياستها الخارجية، وإبراز دور القيادة السياسية في توجيه السياسة الخارجية: لعبت القيادة العمانية دورًا محوريًا في صياغة نهج الحياد الإيجابي، حيث أرسى السلطان قابوس بن سعيد -رحمه الله- هذا النهج، واستمر السلطان هيثم بن طارق في ترسيخه عبر تعزيز العلاقات الدولية ودعم جهود الوساطة. الكلمات المفتاحية : دبلوماسية ؛ الحياد ؛ كلمة مفتاحية ؛ التوازن ؛ الإقليمي والعالمي The study aimed to identify the diplomacy of neutrality (an analytical study of the strategies of the Sultanate of Oman in achieving regional and global balance), and used the historical analytical, descriptive and comparative approach, and content analysis as a tool through induction, analysis and deduction. The study reached the following results: Establishing a policy of positive neutrality: The study indicated that Oman was able to maintain the independence of its political decision by following a policy of positive neutrality, which made it a neutral mediator in many regional crises. As for the balance in relations with major powers: Oman was able to achieve a delicate balance in its relations with major powers, such as the United States, China and Russia, without becoming part of conflicting political axes, which earned it international respect and helped it preserve its national interests and face geopolitical and economic challenges. Despite regional and international pressures, Oman was able to maintain its neutral approach, while seeking to diversify its economy to reduce dependence on oil, which enhances the sustainability of its foreign policy, and highlights the role of political leadership in directing foreign policy: The Omani leadership played a pivotal role in formulating the approach of positive neutrality, as it established Sultan Qaboos bin Said - may God have mercy on him - this approach, and Sultan Haitham bin Tariq continued to consolidate it by strengthening international relations and supporting mediation efforts.
