الملخص
ملخص: تستعرض هذه الدراسة الفجوة الرقمية والفجوة المفاهمية وتحليل الفرص والتحديات التي تواجهها هذه الظاهرة، ويمكن من خلال التركيز بشكل عميق على مفهوم الفجوة الرقمية والمفاهمية وأبعادهما المتعددة إجراء دراسة لتطور البنية التحتية لتكنولوجيا المعلومات ، و أيضًا الآثار الاقتصادية والاجتماعية الناتجة عن وجود الفجوتين، وتقديم الفرص المتاحة لتقليلهما والتغلب عليهما بما في ذلك التعليم الرقمي وتوفير فرص التمكين الاقتصادي، وتختتم الدراسة بمراجعة دقيقة للسياسات والاستراتيجيات المتبعة، مصحوبة بالتوصيات العملية الضرورية لتقليل الفجوة الرقمية والمفاهمية وإحداث تأثير إيجابي. الكلمات المفتاحية: Abstract: This study reviews the digital and conceptual gaps, analyzing the opportunities and challenges facing this phenomenon. By focusing deeply on the concept of the digital and conceptual gaps and their multiple dimensions, a study can be conducted on the development of information technology infrastructure, as well as the economic and social effects resulting from the existence of the two gaps. It also presents the opportunities available to reduce and overcome them, including digital education and providing economic empowerment opportunities. The study concludes with a thorough review of the policies and strategies followed, accompanied by the necessary practical recommendations to reduce the digital and conceptual gaps and make a positive impact.
