الملخص
نهدف من خلال هذه الدراسة إلى تسليط الضوء على مدى مساهمة الرقمنة في تحسين جودة الخدمات والنشاطات الإدارية في الجزائر، تحديد أهم تحديات ومعيقات تطبيقها على أرض الواقع، ولتحقيق ذلك استخدمنا المنهج الوصفي، وكجانب تطبيقي اعتمدنا على دراسة حالة للمركز الجامعي نور البشير بالبيض من خلال تطبيقه للرقمنة ومدى تحقيق الأهداف المسطرة لذلك،وقد توصلنا في ذلك إلى أن الرقمنة ساهمت بشكل كبير في تحسين وتسريع وتيرة النشاط الإداري، وأتاحت المعلومات والبيانات للمستخدمين والطلبة على وجه الخصوص في أي مكان و أي زمان وبسرعة ودقة فائقة، وتطوير جودة التعليم العالي، إلا أنها لازالت تواجه العديد من من التحديات والمعيقات التي تحول دون تطبيقها وتحقيق أهدافها المسطرة. The aim of this study is to shed light on the extent to which digitization contributes in improving the quality of services and administrative activities in Algeria, and to identify the most important challenges and obstacles to its application on the ground. Thus, the descriptive approach has been used to achieve this aim, and as an applied aspect, we relied on a case study approach for the Nour Al-Bashir University Center in Al-Bayadh. Through its application of digitization and the extent to which it achieves the set goals. As a conclusion, digitization has greatly contributed to improving and accelerating the pace of administrative activity, and has made information and data available to users and students in particular, anywhere and at any time, with great speed and accuracy, and developing the quality of higher education. However, it still faces many challenges and obstacles that prevent it from being implemented and achieving its set goals.
