الملخص

Abstract In the post-Cold War era, developments have produced another form of power beyond material , hard power, depending on non-material elements, especially ideological and cultural values. "soft power" was developed by thinker Joseph Nye, which later evolved into "smart power" - a strategy based on integrating hard and soft power types to enhance a country's role.Iran, as a regional state, adopted this approach within its foreign policy priorities. Its primary goal was to achieve a dominant state status in Africa, specifically the Horn, through a combination of hard and soft power mechanisms. This strategy allowed Iran to partially realize its regional ambitions, leveraging both tangible and intangible elements of influence to expand its geopolitical reach and strategic positioning. The emergence of soft and smart power represents a nuanced approach to international relations, moving beyond traditional military and economic power to include cultural, ideological, and diplomatic strategies for achieving national objectives.
