الملخص
يهدف هذا المقال إلى دراسة الإطار القانوني المنظم لعلاقة الإدارة بالمواطن في الجزائر، سواء من خلال الدساتير الجزائرية، أو من خلال المرسوم 88-131 المنظم لعلاقة الإدارة بالمواطن، الذي يعد المرجع الأساسي لها، مع تحديد أثر التحول الرقمي الحاصل في مجال تكنولوجيا الإعلام و الاتصال على تحسين هذه العلاقة من خلال إنشاء مجموعة من المنصات الرقمية بهدف الرقي بالخدمة العمومية وتطوير علاقة الإدارة بالمواطن. Abstract This article aims to study the legal framework governing the relations between the administration and the citizen in Algeria, whether through the Algerian constitutions, or through decree 88-131 regulating the relations between the administration and the citizen, which constitutes the primary reference Identify the impact of the ongoing digital transformation in the field of information and communication technologies, on improving this relationship by creating a set of digital platforms with the aim of advancing public service and developing the relationship .between the administration and citizen
