تأثير النمو السكاني على التوسع العمراني للمدينة الموريتانية: حالة مدينة بوتلميت (موريتانيا)

الملخص
يعالج هذا المقال إشكالا بالغ الأهمية يتعلق بنمو مدينة شهدت تحولات في مجالها الحضري نتيجة النمو السكاني السريع الذي عرفته هذه المدينة، حيث تظهر المعطيات العامة للسكان والمساكن 1977، 1988، 2000، 2013، و2023 أن المدينة عرفت نموا ديمغرافيا كبيرا فاق كل التوقعات؛ وهو ما جعل حجم المدينة ومساحتها يزداد بشكل كبير، فتوسّعت المدينة توسعا عمرانيا غير منظّم تطبعه العشوائية. وقد تأزّم مجال مدينة بوتلميت، وتفاقمت أزمته بتضخم عدد السكان، فظهرت عديد المشكلات المتمثلة بجلاء في مجال السكن العشوائي والتمدد الفوضوي للمجال الحضري وانعدام مخطط للمدينة واضح المعالم، وغياب بنى تحتية أساسية في مجال الصرف الصحي، إضافة إلى مشكلات الضغط على المرافق العمومية وتزايد أعداد العاطلين ومشكلة النفايات والترمل المتفاقم؛ وهو ما يفرض على مختلف الفاعلين الترابيين التدخل من أجل بناء استراتيجية تنموية شمولية ومتناسقة تتجاوز الإكراهات والإخفاقات السابقة. This article addresses a critical issue concerning the growth of a city that has undergone significant urban transformations due to rapid population growth. General population and housing data from 1977, 1988, 2000, 2013, and 2023 indicate that Boutilimit has experienced unprecedented demographic growth, surpassing all projections. As a result, the city's size and spatial footprint have expanded significantly, leading to unregulated and chaotic urban sprawl. The urban space of Boutilimit has been severely impacted by this population surge, exacerbating a range of challenges. These include the proliferation of informal housing, uncontrolled urban expansion, the absence of a well-defined urban development plan, and a lack of essential infrastructure, particularly in sanitation. Additionally, the city faces mounting pressure on public services, rising unemployment, escalating waste management issues, and worsening urban poverty. These challenges necessitate immediate intervention from territorial stakeholders to develop a comprehensive and coherent development strategy that addresses past constraints and failures.
