الملخص
الملخص: يعالج هذا المقال إشكالا بالغ الأهمية يتعلق بنمو مدينة ثانوية، شهدت أدوارا تاريخية منها ما هو ثقافي وسياسي واقتصادي، وعرفت في وقت لاحق تحولات على مستوى مجالها الحضري ابتداءً من السنوات التي رافقت موجات الجفاف، حيث نزحت إليها أعداد كبيرة من سكان الأرياف دون أن تكون المدينة مؤهلة لاستقبالهم من حيث الخدمات المختلفة؛ مما نتج عنه عديد المشكلات التي ظهرت بجلاء في مجال السكن العشوائي والتمدد الفوضوي للمجال الحضري وانعدام مخطط للمدينة واضح المعالم، وغياب بنبات تحتية في مجال الصرف الصحي، وانتشار ظاهرة النفايات الصلبة، إضافة إلى مشكلات الضغط على المرافق العمومية وتزايد أعداد العاطلين؛ وهو ما يفرض على الفاعلين التدخل من أجل بناء استراتيجية تنموية شمولية ومتناسقة تتجاوز الإكراهات والإخفاقات السابقة. Abstract: This article addresses a critically important issue related to the growth of a secondary city, which has historically played cultural, political, and economic roles. In later years, the city experienced transformations in its urban space, beginning in the decades marked by drought waves (the 1970s, 1980s, and 1990s). Large numbers of rural inhabitants migrated to the city, which was ill-prepared to accommodate them in terms of essential services. This led to numerous challenges, most notably in the form of informal housing, chaotic urban expansion, the absence of a clear urban planning framework, lack of sewage infrastructure, the proliferation of solid waste, as well as increased pressure on public facilities and a rise in unemployment. These conditions demand urgent intervention from various stakeholders to establish a comprehensive and coordinated development strategy that overcomes past constraints and failures
