الملخص
هدفت هذه الدراسة إلى محاولة توضيح أهمية الاستدامة الحضرية بصفة خاصة، ودور التخطيط كمدخل محوري لإرساء التنمية المستدامة، فضلا عن تحديد دور كل من البنية التحتية، وكذا تكنولوجيات المعلومات والاتصالات في خلق وإنشاء مدن ذكية جديدة أكثر استدامة، مساهمة منها في تحقيق أهداف الأجندة 21، وتحقيق التنمية على كافة الأصعدة، اقتصاديا واجتماعيا وبيئيا، كان لابد من الاطلاع على أهم التجارب العالمية الناجحة في مجال التنمية الحضرية المستدامة، والتعرف على المدن الذكية الجديدة التي أحدثت ثورة هائلة في ميدان الاستدامة الحضرية، محليا وإقليميا وعالميا، وتم اختيار مدينة زيورخ السويسرية كتجربة ناجحة في هذا المجال لتدعيم الجانب النظري للدراسة، وخلصت الدراسة إلى نتيجة مهمة وهي لا وجود لتنمية حضرية مستدامة دون مراعاة الأولوية للاستدامة للبيئية، والعمل وفقا لمبادئ الحكم الراشد، والتركيز على مشاركة المجتمعات المحلية في عملية التخطيط لإنشاء المدن الذكية و بما يضمن تحقيق التنمية الحضرية المستدامة. Abstract: This study aimed to clarify the importance of urban sustainability in particular, and the role of planning as a key entry point for establishing sustainable development, as well as to identify the role of infrastructure and information and communication technologies in creating new, more sustainable smart cities. contributing to the achievement of Agenda 21 goals and development at all levels, economically, socially and environmentally. It was necessary to review the most successful global experiences in the field of sustainable urban development and to identify new smart cities that have brought about a tremendous revolution in the field of urban sustainability, locally, regionally and globally. The Swiss city of Zurich was chosen as a successful example in this field to support the theoretical aspect of the study. The study concluded that there can be no sustainable urban development without prioritising environmental sustainability, working in accordance with the principles of good governance, and focusing on the participation of local communities in the planning process for the creation of smart cities in a manner that ensures the achievement of sustainable urban development.
