This paper aims to underscore the growing significance of digital transformation, particularly as countries strive to enhance the quality of public services, facilitate citizen engagement, and improve overall administrative performance. In this regard, Algeria, like many other nations, has undertaken efforts to digitize public administration at the local level, recognizing that local Administration are the closest tier of governance to citizens and exist primarily to serve them. These efforts are being pursued through strategies and initiatives focused on modernizing infrastructure and streamlining administrative procedures to promote inclusive and sustainable local development. However, despite the government's increased investment and efforts in digitizing local administration, the study finds that Algeria still faces a long road ahead in achieving its intended objectives. Numerous barriers remain, including pervasive bureaucracy, weak administrative decentralization, the persistence of centralized governance, and widespread administrative and financial corruption. Furthermore, the study highlights the inadequacy of digital infrastructure and its limited implementation at the local level, as many local administrations continue to rely on traditional methods even for basic citizen interactions.
