Vivre Aux Marges De La Ville; L’exemple De L’agglomération Secondaire D’ouled Smaïl (mila).

Résumé : L’article que nous proposons se base sur des données de terrain recueillies au niveau de l’agglomération secondaire de Ouled Smaïl (Téleghma) qui se situe dans la wilaya de Mila à l’est de l’Algérie. Son objectif principal est de présenter un état des lieux d’une localité située aux marges d’une ville. A travers l’exemple sur lequel nous nous sommes appuyés et par le biais des techniques d’investigation propres aux sciences sociales (l’observation, l’entretien, la photographie) nous avons essayé de relater l’état des lieux par rapport à la disponibilité des infrastructures de base au niveau de la localité, mais aussi à travers les opportunités très limitées qui se présentent à la population locale dans des contextes de restrictions budgétaires et de centralisation des décisions et du pouvoir. Abstract : The article we propose is based on field data collected in the secondary agglomeration of Ouled Smaïl (Téleghma), located in the wilaya of Mila in eastern Algeria. Its main objective is to present an overview of a locality situated on the outskirts of a city. Through the example on which we have relied and through the investigative techniques specific to social sciences (observation, interviews, photography), we have tried to report on the state of affairs regarding the availability of basic infrastructure at the local level, as well as the very limited opportunities available to the local population in contexts of budgetary restrictions and centralization of decisions and power. الملخص: يقدم هذا المقال الذي يستند على معطيات ميدانية تم جمعها حول التجمع الثانوي أولاد إسمايل (التلاغمة)، الواقع في ولاية ميلة شرق الجزائر. حيث يهدف هذا البحث إلى تقديم صورة عن الوضع القائم بمنطقة تقع على هامش المدينة. من خلال المثال الذي اعتمدنا عليه وباستخدام تقنيات البحث الخاصة بالعلوم الاجتماعية (الملاحظة، المقابلة، التصوير الفوتوغرافي) حاولنا تسليط الضوء على الواقع المحلي استنادا إلى الوضعية الحالية للبنى التحتية الأساسية المتاحة للسكان في ظل محدودية الميزانية ومركزية السلطة في اتخاذ القرار.
