The constitutional legislator dealt with the problem of a vacancy in the office of the President of the Republic by setting up a temporary delegation of state authority. For 90 days, the Speaker of the Council of the Nation serves as Acting Head of State. If both the President of the Republic and the Speaker of the Council of the Nation are not in office at the same time, the President of the Constitutional Court takes over as Head of State until new presidential elections are held. When the president is not in office, constitutional institutions are very important, no matter how long the vacancy lasts (for example, if the president is sick) or if it is permanent (for example, if the president dies, resigns, or for any other reason). These institutions, especially Parliament and the Constitutional Court, which were created by the 2020 constitutional amendment, have rules for filling the presidency when it is vacant. This is because it is a very important constitutional issue that needs to be handled carefully.
