النظام الدولي منذ 2008: دراسة في الطبيعة والمرتكزات

الملخص
الملخص: يعتبر شكل النظام الدولي أحد مخرجات التنافس بين القوى الدولية الكبرى في كل مرحلة من الزمن, وقد شهد العالم بعد نهاية الحرب الباردة بروز نظام دولي ذو نمط أحادي القطبية بزعامة الولايات المتحدة الأمريكية, الذي استمر إلى أن بدأت تظهر عليه بوادر الأفول منذ 2008, إلى درجة أختلف حول طبيعته المختصين, فمنهم من يصفه بنظام متعدد الأقطاب وأحيانا ثنائي القطبية, وهناك من يرى أنه لا يزال يحتفظ بنمطه الأحادي القطبية. تحاول هذه الدراسة تحديد النمط الأنسب للنظام الدولي منذ سنة 2008, نتيجة بروز مؤشرات على انتهاء فترة الأحادية القطبية بسبب تراجع هيمنة الولايات المتحدة الأمريكية مقابل صعود قوى دولية منفردة وفي شكل تكتلات دولية, وتعتمد في ذلك هذه الدراسة على تحليل مدى استمرارية وفعالية المؤسسات الدولية التي يرتكز عليها نظام الأحادي القطبية, باعتبارها السبيل لتحدد هوية القوى الدولية التي تسيطر على هذا النظام الدولي. Summary: The shape of the international system is one of the outcomes of the competition between the major international powers at every point in time, After the end of the Cold War, the world witnessed the emergence of a unipolar international system led by the United States of America, which continued until it began to show signs of waning since 2008, to the extent that specialists disagreed about its nature, some of them describing it as a multipolar and sometimes bipolar system, while others believe that it still retains its unipolar pattern. This study attempts to determine the most appropriate pattern of the international system since 2008, as a result of the emergence of indications of the end of the unipolar period due to the decline of the hegemony of the United States of America in exchange for the rise of international powers individually and in the form of international blocs. This study relies on analyzing the continuity and effectiveness of the international institutions on which the unipolar system is based, as it is the way to determine the identity of the international powers that control this international system.
