الهجرة غير الشرعية من الظاهرة الإجتماعية إلى التهديد الأمني الوجودي

الملخص
تحولت الهجرة من ظاهرة اجتماعية إلى تهديد أمني يؤرق العديد من الدول المستقبلة لها بسبب التحولات التي عرفها عالم ما بعد الحرب الباردة بالإضافة إلى أحداث الحادي عشر من سبتمبر التي كان لها الأثر البالغ في جعل الهجرة غير شرعية قضية أمنية تستدعي اتخاذ تدابير واجراءات استثنائية لمواجهتها في ظل تشعب وتعقد عملياتها. إن اضفاء الطابع الأمني على قضية الهجرة غير الشرعية واعتبارها كتهديد أمني وجودي كان نتاج خطابات وقرارات صناع قرار تلك الدول الذين جعلوا منها قضية تدرج ضمن السياسات العليا، ولعل الدراسات والأبحاث التي قدمتها مدرسة كوبنهاغن حول الأمننة ساعدت وبشدة في تكوين الإطار المفاهيمي والنظري حول أمننة الهجرة غير الشرعية كموضوع خصب للدراسة والتحليل. Immigration has transformed from a social phenomenon into a security threat that troubles many receiving countries due to the transformations that have taken place in the post-Cold War world, in addition to the events of September 11, which had a profound impact in making illegal immigration a security issue that requires exceptional measures and procedures to confront it, given the complexity and complexity of its operations. The securitization of illegal immigration and its consideration as an existential security threat was the result of the discourse and decisions of decision-makers in these countries, who made it a matter of high policy. Perhaps the studies and research presented by the Copenhagen School on securitization have greatly contributed to shaping the conceptual and theoretical framework for the securitization of illegal immigration as a fertile topic for study and analysis.
