الملخص

يعد الاقتصاد الرقمي أحد النتائج المنبثقة عن العولمة في ظل التطورات التكنولوجيا التي مست بكل القطاعات و منها الاقتصادية ، حيث سعت الجزائر على تجسيد مشروع الجزائر الالكترونية منذ 2013 ، وذلك لتعزيز الانفتاح الاقتصادي من خلال دسترة أهم حرية اقتصادية ألا و هي حرية التجارة و الاستثمار و المقاولاتية كمظهرا من مظاهر اقتصاد السوق الحر، لذا تكمن فعالية النشاطات الاقتصادية في وجود قطاع مؤسساتي يعكس عملية التنويع الاقتصادي، و أهم فاعلة في السوق التنافسي هي المؤسسات الصغيرة و المتوسطة التي أصبحت مواكبة للتكنولوجيات الحديثة من أجل تحسين تنافسيتها وفقا لمتطلبات عصرنة الواقع الإداري في المجال الاقتصادي. The digital economy is one of the results emerging from globalization in light of the technological developments that have affected all sectors, including the economic ones. Algeria has sought to implement the Electronic Algeria project since 2013, in order to enhance economic openness through the constitutionalization of the most important economic freedom, which is the freedom of trade, investment and entrepreneurship. As a manifestation of a free market economy. So The effectiveness of economic activities lies in the presence of an institutional sector that reflects the process of economic diversification, and the most important actors in the competitive market are small and medium enterprises that have become abreast of modern technologies in order to improve their competitiveness in accordance with the requirements of modernization of administrative reality in the economic field.
