Requirements For Activating Digital Finance In Algeria In Lights Of The Saudi Experience

Abstract

Abstract: This study aims at examining the requirements for activating digital finance in Algeria and the mechanisms to enhance it, shedding light on the experience of Saudi Arabia as a leading example in this field in an attempt to benefit from it. This is achieved by analyzing the factors that contributed to the success of this experience. The study results indicated that Saudi Arabia has developed legislation, regulations, and regulatory frameworks that facilitate the spread of digital financial and banking services. It has also encouraged innovation in this field and monitored efforts to upgrade the digital infrastructure of the financial and banking system. On the contrary, digital finance indicators in Algeria, revealed a lack of individuals' access to digital financial services provided by the official sector, The study recommends the adoption of a national strategy focused on developing financial infrastructure, improving the business environment, and spreading financial literacy. ملخص: تهدف هذه الدراسة إلى الوقوف على متطلبات تفعيل التمويل الرقمي في الجزائر وآليات تعزيزه وذلك بتسليط الضوء على تجربة المملكة العربية السعودية باعتبارها من التجارب الرائدة في هذا المجال ومحاولة الاستفادة منها، وذلك بتحليل العوامل التي أسست لنجاح هذه التجربة. ولقد تبين من خلال نتائج الدراسة أن المملكة العربية السعودية قامت بتطوير التشريعات والأنظمة والأطر الرقابية، التي تساعد على انتشار الخدمات المالية والمصرفية الرقمية، وقامت بتشجيع الابتكار في هذا المجال، ومتابعة مساعي الارتقاء بأنظمة البنية التحتية الرقمية للنظام المالي والمصرفي، على عكس الجزائر التي كشفت مؤشرات التمويل الرقمي فيها عن ضعف نفوذ الأفراد إلى الخدمات المالية الرقمية التي يقدمها القطاع الرسمي في الجزائر، وأوصت الدراسة إلى ضرورة اعتماد إستراتيجية وطنية تتمحور حول تطوير البنية التحتية المالية وتحسين بيئة الأعمال إضافة إلى نشر الثقافة المالية على نطاق واسع.
