المجتمع المدني في ظل مقاربة الديمقراطية التشاركية - براديغم جديد لتدبير الشأن العام المحلي-

الملخص
الملخص: نسعى من خلال هذه الدراسة لمعالجة موضوع الصيغة الجديدة لمؤسسات المجتمع المدني في تدبير الفضاء العام المحلي في الجزائر، من خلال تبيان مفهوم المجتمع المدني و علاقته بالديمقراطية التشاركية و أهم التكريسات الدستورية و القانونية المنظمة له. و يتجلى الهدف من الدراسة في توضيح الآليات المستحدثة لترقية مؤسسات المجتمع المدني و تفعيل دورها في الرقابة و المتابعة و التقييم البرامج التنموية و العمليات الانتخابية إلى جانب التركيز على الجماعات المحلية كقاعدة لتجسيد المواطنة و المشاركة الفعلية. و بخصوص المناهج المستخدمة اعتمدنا المنهج الوصفي و المنهج التحليلي لتحليل الموضوع و دراسته من مختلف الجوانب. و في الاخير توصلنا إلى عدة نتائج أهمها أن المجتمع المدني و فق مقاربة الحكم الراشد و الديمقراطية التشاركية أصبح يشكل فاعلا جديدا في تدبير الشأن العام المحلي من خلال الصيغ الدستورية والقانونية الجديدة لتشريكه في عملية رفع تطلعات الافراد و صنع البرامج و السياسات التنموية . Through this study, we seek to address the issue of the new formula for civil society institutions in managing local public space in Aléria, by clarifying the concept of civil society and its relationship to participatory democracy and the most important constitutional and legal consecrations regulating it. The aim of the study is to clarify the new mechanisms for promoting civil society institutions and activating their role in monitoring, following up and evaluating development programs and electoral processes, in addition to focusing on local groups as a basis for embodying citizenship and effective participation. Regarding the methods used, we adopted the descriptive and analytical approaches to analyze the subject and study it from various aspects. In the end, we reached several results, the most important of which is that civil society, according to the approach of good governance and participatory democracy, has become a new actor in managing local public affairs through the new constitutional and legal formulas to involve it in the process of raising the aspirations of individuals and making development programs and policies.
