مشروع Pagfal كآلية لتعزيز إدارة المالية العامة في الجزائر

الملخص
ملخص: تهدف هذه الدراسة إلى تسليط الضوء على مشروع PAGFAL، الذي يسعى إلى تحسين إدارة المالية العامة من خلال تبني إصلاحات جذرية في الإعداد الميزانياتي، وتطبيق مقاربة الإطار متوسط الأجل للنفقات (CDMT)، حيث يتميز بدوره في تعزيز الكفاءة، والشفافية المالية عبر خطط عمل متكاملة تشمل ثلاث مراحل رئيسية، ولتحقيق أهداف البحث تم الاعتماد على المنهج الوصفي، والمنهج التحليلي. أظهرت الدراسة أن المشروع ساهم في تطوير أدوات حديثة لإعداد الميزانيات، تدريب الفاعلين الرئيسيين، وتحسين التقديرات الاقتصادية والمالية لوزارة المالية، كما قدم توصيات لدعم نظام مالي أكثر كفاءة واستدامة، مع ضمان توافق إعداد الميزانيات مع متطلبات القانون العضوي (LOFT)، مما يجعله نموذجا عمليا لتنفيذ إصلاحات شاملة للمالية العامة في الجزائر. Abstract: This study aims to shed light on the PAGFAL Project, which seeks to enhance public financial management through the adoption of fundamental reforms in budget preparation and the implementation of the Medium-Term Expenditure Framework (CDMT).This approach is distinguished by its role in promoting efficiency and financial transparency through integrated action plans encompassing three key phases. To achieve the objectives of the study, the descriptive method and the analytical method were adopted. The findings of the study revealed that the project contributed to the development of modern tools for budget preparation, the training of key stakeholders, and the improvement of the economic and financial forecasts of the Ministry of Finance. Additionally, it provided recommendations to support a more efficient and sustainable financial system, ensuring alignment of budget preparation with the requirements of the Organic Law on Finance Laws (LOFT). This positions the project as a practical model for implementing comprehensive public financial reforms in Algeria.
