الملخص
ملخص: أدت الاصلاحات الاقتصادية التي تبنتها الدولة الجزائرية مع بداية التسعينات إلى تحويل السياسية الاقتصادية من نموذج اشتراكي يقوم على إدارة الأنشطة الاقتصادية والمالية من الدولة بنفسها كسلطة عامة مشرفة ومتدخلة في هذه القطاعات الحساسة، إلى نموذج رأسمالي متفتح يقوم على فكرة إبعاد الدولة من هذه القطاعات وتعويضها بسلطات إدارية مستقلة كآلية مؤسساتية جاءت لتعوض انسحاب الإدارة التقليدية من الحياة الاقتصادية. هذا التحول في السياسة الاقتصادية والذي مس القطاع البورصي والمالي، جعل المشرع يتجه نحو تبني هذا النموذج المؤسساتي من خلال استحداث لجنة تنظيم عمليات البورصة ومراقبتها باعتبارها الذرع المؤسساتي والسلطة العامة التي تشرف على ضبط ومراقبة جميع التصرفات التي تحدث داخل السوق القيم المنقولة والعمل على حوكمة هذه السوق. Abstract: The economic reforms adopted by the Algerian state in the early nineties led to the transformation of economic policy from a socialist model based on the management of the economic and financial activities of the state itself as an honorable public authority and interfering in these sensitive sectors, to an open capitalist model based on the idea of moving the state away from these sectors and compensating it with independent administrative authorities as an institutional mechanism to compensate for the withdrawal of traditional administration from the economic sphere. This change in economic policy, which has affected the stock market and financial sector, has led the legislator to adopt this institutional model by creating the commission for regulation and monitoring of stock market operations as an institutional body and public authority that oversees the control of all actions that occur on the securities market and work on the governance of this market.
