The Reality Of Digital Financial Inclusion In Algeria In Light Of The Adoption Of A National Strategy For Digital Transformation

الملخص

هدفت هذه الدراسة بالاعتماد على المنهج الوصفي التحليلي، إلى البحث في أهم الجهود التي بذلتها الجزائر لتعزيز الشمول المالي الرقمي والمستويات التي بلغتها فيه، وهذا في ظل سعيها أيضا للارتقاء بمجال تكنولوجيا المعلومات والاتصالات منذ سنوات عديدة من جهة وتبنيها مؤخرا لاستراتيجية وطنية للتحول الرقمي من جهة أخرى. وتوصلت الدراسة إلى جملة النتائج أبرزها: تشهد الجزائر مستويات متواضعة لا ترتقي للمستوى المطلوب في مجال الشمول المالي الرقمي، وأنّ مساعيها للارتقاء بمجال تكنولوجيا المعلومات والاتصالات غير كافية خلال السنوات الماضية، في حين أنّ صياغة استراتيجية وطنية للتحول الرقمي والشروع في تنفيذها خلال الفترة المقبلة بإمكانه أن يعزز مستوى الشمول المالي الرقمي في الجزائر. This study, based on the descriptive analytical approach, aimed to investigate the most important efforts made by Algeria to enhance digital financial inclusion and the levels it has reached in this regard, in light of its efforts to advance the field of information and communications technology for many years on the one hand and its recent adoption of a national strategy for digital transformation on the other hand. The study reached a number of results, the most prominent of which are: Algeria is witnessing modest levels that do not rise to the required level in the field of digital financial inclusion, and that its efforts to advance the field of information and communications technology have been insufficient over the past years, while formulating a national strategy for digital transformation and starting to implement it during the coming period can enhance the level of digital financial inclusion in Algeria.
