فعالية الإدارة الإلكترونية في الوقاية من الجرائم الإنتخابية

الملخص
تهتم الدول والأنظمة الديمقراطية بالعملية الإنتخابية نظرا لتأثيرها المباشر والخطير على إسناد الحكم في الدولة من جهة ، وضمان مشاركة المواطنين والأفراد في تسيير الحياة السياسية في الدولة ، إلا أن الطبيعة الإنسانية وطبيعة العملية الإنتخابية بمختلف مراحلها و إجراءاتها قد تتعرض لإعتداءات و سلوكات غير مشروعة أو ما يعرف بالجرائم الإنتخابية، لذا نجد أن كل الدول تعمل على توفير أكبر قدر من الضمانات القانونية والقضائية لحماية الإنتخابات ، سواء فيما تعلق بالجانب العقابي أو الجانب الوقائي ، بحيث تقوم الدول بإنتهاج أفضل السبل والطرق ومن بين أهمها في العصر الحديث نجد الإدارة الإلكترونية والحوكمة كآلية لتسيير العملية الإنتخابية، التي تضمن من جهة التسيير الآلي والمنتظم لكل إجراءات العملية الإنتخابية ، مع الحد من تدخل العنصر البشري ،فهل ياترى آتت هذه الآلية أكلها و نتائجها أم ترتب عنها أثار سلبية . Democratic countries and systems care about the electoral process due to its direct and serious impact on the assignment of power in the state on one hand, and ensuring the participation of citizens and individuals in managing political life in the state on the other hand. However, human nature and the nature of the electoral process in its various stages and procedures may be subjected to violations and illegal behaviors, known as electoral crimes. Therefore, we find that all countries work to provide the greatest possible legal and judicial guarantees to protect elections, whether in terms of punitive measures or preventive measures. Countries adopt the best means and methods, among the most important of which in modern times is electronic administration and governance as a mechanism for managing the electoral process, which ensures on one hand the automated and organized management of all electoral procedures, while minimizing human intervention. So, has this mechanism yielded its results, or has it led to negative effects
