The Penal Policy To Combat Human Trafficking Crimes In Light Of The Developments Of Law 4/2023 Dated On 7,th May, 2023

Abstract
Abstract: Preventing and fighting human trafficking is one of the legal topics that need to be investigated in academic studies, as it is related to the human being in terms of protecting his rights, body integrity and preserving him from all kinds of aggressions. It is worth noting that the human trafficking is a transnational organized crime through which organized criminal gangs exploit such forbidden activities to increase profits at the expense of human rights and his dignity. Nowadays, this issue becomes a subject to various researches and debates in international, regional and national dimensions. The study aims to shed light on the of human trafficking phenomenon , which has become recently a real national and global concern, as it has spread significantly in many countries of the world. Through this study we analyse the legal aspects of this crime under the new Algerian law (23/04) issued in May 7th, 2023 on preventing and fighting human trafficking. We mention also the most relevant penal policies and national and international legal mechanisms to reduce human trafficking by raising legal awareness among people. In addition to intensify efforts to prevent and fight such crimes. الملخص: إن موضوع الوقاية من الاتجار بالبشر ومكافحته يعد من الموضوعات القانونية الجديرة بالبحث والدراسة الأكاديمية، كونه يتعلق بالإنسان من حيث حماية حقوقه وسلامة جسمه وحصانته من كل اعتداء قد يلحق به، وذلك من منطلق أن الاتجار بالبشر يشكل جريمة منظمة عبر الوطنية تستغل من خلاله عصابات الإجرام المنظم هذا النشاط بهدف تحقيق أرباحا طائلة على حساب حقوق الإنسان وكرامته وإيذاء جسمه وشرفه، والذي بدأ في وقتنا الحاضر موضوعا مدار الاهتمام والدراسة لدى الكثير من الهيئات الدولية والإقليمية والوطنية. وتكمن أهمية الدراسة في تسليط الضوء على ظاهرة الاتجار بالبشر التي أصبحت في السنوات الاخيرة تؤرق الضمير الوطني والعالمي على حد السواء، حيث انتشرت بشكل كبير في الكثير من دول العالم ، وذلك من منطلق دراسة وتحليل الجوانب القانونية الواردة بموجب القانون الجزائري الجديد (23/04) المؤرخ في 07 ماي 2023 وبيان أهم السياسات الجزائية والآليات القانونية الوطنية والدولية للحد من جرائم الاتجار بالبشر من خلال إذكاء الوعي القانوني لدى الرأي العام المحلي والوطني بضرورة تكاثف الجهود الوطنية من أجل الوقاية من الاتجار بالبشر ومكافحته.
