الملخص
يعد البرلمان الهيئة التشريعية التي تمثل مصالح الشعب وحقوقه الدستورية، وسواء في نظام برلماني أو رئاسي يقر المشرعون القوانين ويراقبون السلطة التنفيذية والمؤسسات الحكومية ويمثلون دوائرهم الانتخابية، من خلال تعزيز التبادلات البناءة القائمة على تبادل الرأي والمشورة واستحسان القرارات والمسارات المؤدية إلى تحقيق الأهداف المجتمعية التي تأخذ في الاعتبار الظروف والمتغيرات الوطنية والدولية. و تهدف هذه الدراسة الأكاديمية إلى تناول محاور الحوكمة التشريعية المتعلقة بالهيئة التشريعية باعتبارها استراتيجية تهدف إلى تحقيق الجودة والإتقان في عمل هذه المؤسسة وصولاً لتحقيق الفاعلية في مخرجات العملية التشريعية للنصوص القانونية وتنفيذ الممارسات الفضلى والجيدة للتشريعات الوطنية والدولية المعنية بالأبعاد الاجتماعية والاقتصادية، والأبعاد السياسية والإنمائية، والمتعلقة بحقوق الإنسان ودولة الحق وسيادة القانون. Parliament is the legislative organ that embodies the interests of the people and their constitutional rights. In parliamentary as well as in presidential, legislators enact laws, supervise the executive branch, government institutions and represent their constituencies. They also promote constructive exchanges based on the free expression of opinions, advice and help to take the right decisions leading to the achievement of societal goals taking into consideration the national and international changing situations. The present academic study aims to address the legislative governance linked to the legislative authority as a strategy that aims to enable the parliament to carry out its duties in the best possible way. The objective is to achieve the quality of the texts enacted and the effective implementation of the national and international legislation related to various areas such as social, economic, political and developmental dimensions, in addition to human rights and the rule of law .
