الملخص
:الملخص يعد الذكاء الاصطناعي أخر حلقات التطور التكنولوجي، فلا يمكن انكار قدرته على خدمة البشرية وتحقيق الرفاهية للمجتمع، كما أنه يعمل على تسهيل عمل الهيئات الحكومية والشركات الخاصة على حد سواء، غير أنه في الوقت ذاته يقوض حقوق الافراد وحرياتهم العامة على نطاق واسع، بسبب تميزه بالقدرة على التعلم والتكيف واتخاذ القرار دون تدخل من الانسان، ففي الوقت الذي تتقدم فيه التقنيات على عملية تطوير التشريعات، يصعب تقييم تداعيات الذكاء الاصطناعي على حقوق الإنسان الأساسية اليوم، وقد حاولنا في هذه الورقة البحثية .محاولة تسليط الضوء على إشكالية ممارسة الحريات العامة في ظل هذا التطور التكنولوجي ومدى كفاية سبل الحماية والإجراءات المتخذة في هذا الشأن Summary: The technological development that the world has witnessed during the recent era has led to the increasing use of various modern technologies in our daily lives, especially artificial intelligence systems, which have imposed themselves as inevitable in various fields, as a result of the well-being they achieve for individuals and societies alike. However, at the same time, it threatens the rights and freedoms of individuals, due to its ability to learn, adapt, and be independent in decision-making. At a time when technologies are ahead of legislation, it is difficult to evaluate the repercussions of artificial intelligence on basic human rights today. We have tried in this research paper to try to shed light. On the problem of exercising public freedoms in light of this technological development and the adequacy of the means of protection and measures taken in this regard. Résumé : Le développement technologique que le monde a connu au cours de la période récente a conduit à l'utilisation croissante de diverses technologies modernes dans notre vie quotidienne, en particulier les systèmes d'intelligence artificielle, qui se sont imposés comme inévitables dans divers domaines, en raison du bien-être ils réussissent tant pour les individus que pour les sociétés. Mais en même temps, elle menace les droits et libertés des individus, du fait de leur capacité à apprendre, à s’adapter et à être indépendants dans la prise de décision. Au temps où les technologies sont en avance sur la législation, il est difficile d’en évaluer les répercussions de l'intelligence artificielle sur les droits humains fondamentaux aujourd'hui. Nous avons essayé dans ce document de recherche d'essayer de faire la lumière sur la problématique de l'exercice des libertés publiques à la lumière de cette évolution technologique et de l'adéquation des moyens de protection et des mesures prises à cet égard.
