Comparative Public Policy: Methodological Pathways And Contemporary Epistemic Stakes

Abstract
Comparative public policy is widely regarded as a vital field within political science and public administration, as it examines how governmental policies are formulated and implemented across different countries while analyzing the factors that shape their success or failure. This study seeks to provide a comprehensive perspective on the field by reviewing its methodological foundations, its principal challenges, and the stakes surrounding its future trajectory. It addresses the following central question: how can generalizable knowledge about public policy be constructed through comparative methodology in light of the multiplicity of its analytical challenges and the uncertainty surrounding its future? By drawing on both epistemological and historical inquiry, the study arrives at several findings, the most significant of which is that comparative public policy is not merely a matter of comparing states, but rather of systematically analyzing the interaction between local and global factors. It further concludes that this field can no longer remain confined within theories developed in the twentieth century. The most pressing challenge, therefore, lies in developing a dynamic model that acknowledges the plurality of actors while conceiving of policies as complex systems. تُعتبر السياسات العامة المقارنة أحد الحقول الحيوية في العلوم السياسية والإدارة العامة، حيث تركز على دراسة كيفية صنع السياسات الحكومية وتنفيذها عبر دول مختلفة، مع تحليل العوامل المؤثرة في نجاحها أو فشلها، تهدف هذه الدراسة إلى تقديم رؤية شاملة لهذا الحقل، مع استعراض أسسه المنهجية وإشكالياته ورهانات مستقبله. من خلال الإجابة على الإشكالية الآتية: كيف يمكن بناء معرفة قابلة للتعميم حول حقل السياسات العامة باستخدام المنهجية المقارنة، في ظل تعدد إشكالياته وغموض مستقبله؟ وبتتبع المقاربة المعرفية والتاريخية خلصت الدراسة إلى جملة من النتائج أهمها: أن السياسات العامة المقارنة ليست مجرد مقارنة بين دول، بل هي تحليل نظامي للتفاعل بين العوامل المحلية والعالمية. كما أنه لا يمكن لهذا الحقل أن يبقى حبيس النظريات التي وُلدت في القرن العشرين. فالتحدي الأبرز هو تطوير نموذج ديناميكي يعترف بـتعددية الفاعلين، وكذا النظر لطبيعة السياسات كـنُظم معقدة.
