This study centers on the approach of Participatory Governance as a modern paradigm aimed at transitioning administrative action in Algeria from its traditional top-down pattern to a horizontal model based on active partnership in public policy-making. The paper specifically focuses on the High Authority for Transparency, Prevention, and Combating Corruption, established under the 2020 Constitutional amendment and Law 22-08, as a strategic step in the transition from classical administrative oversight mechanisms to a comprehensive national regulatory architecture. The research problem highlights the evident gap between the advanced legal and institutional arsenal and the actual field outcomes, as reflected in international integrity indicators. To analyze this, the study adopts a methodological synthesis comprising the descriptive-analytical approach and the case study method, supplemented by New Institutionalism and behavioral analysis. The findings indicate that Algeria has achieved a significant institutional transformation by granting the High Authority extensive executive and oversight powers, including the direct referral of cases to public prosecution and the authority for financial investigation. However, field effectiveness continues to encounter bureaucratic challenges, a regional digital divide, and a trust gap between the state and civil society. Consequently, the study recommends transitioning toward AI-driven predictive digital oversight and institutionalizing participatory budgeting to enhance transparency and improve Algeria's international ranking within anti-corruption indicators.
