الجماعات المحلية ومسألة مناطق الظل: رؤية سوسيولوجية Local Communities And The Issue Of Shadow Areas: A Sociological Vision

الملخص
Abstract: This article aims to identify the role of local communities in reducing the aggravation of shadow areas and their spread on the edges of cities, we interviewed some experts in the field of engineering and urban planning, mayors, and technical services officials who were entrusted with the task of bringing some areas out of the shadows. The study found that local communities and guardianship authorities were lenient in eliminating residential complexes that had been established randomly on the outskirts of the city of Teleghma, And the absence of sustainable development follow-up and sometimes, the failure to adopt development and reconstruction tools and engage citizens when proposing development programs has led to the emergence of urban shadow areas with characteristics and indicators that differ from the areas that have benefited from development projects. Keywords: Shadow areas; local communities; development; planning; margin. الملخص: يهدف هذا المقال إلى التعرف على دور الجماعات المحلية في الحد من تفاقم مناطق الظل وانتشارها على حواف المدن، حيث قمنا بمقابلة بعض الخبراء في مجال الهندسة والتخطيط الحضري ورؤساء البلديات ومسؤولي المصالح التقنية الذين أوكلت إليهم مهمة إخراج بعض المناطق من الظل. توصلت الدراسة إلى أن تساهل الجماعات المحلية والجهات الوصية في القضاء على التجمعات السكنية التي نشأت بطريقة عشوائية على حواف مدينة التلاغمة، وغياب المتابعة التنموية المستدامة وفي بعض الأحيان عدم تبني أدوات التهيئة والتعمير واشراك المواطن أثناء اقتراح البرامج التنموية؛ أدت إلى ظهور مناطق ظل حضرية تتسم بخصائص ومؤشرات تختلف عن المناطق التي استفادت من المشاريع التنموية. الكلمات المفتاحية: مناطق الظل؛ الجماعات المحلية؛ التنمية؛ التخطيط؛ الهامش.
