The Algerian legal framework for combating corruption suffers from a clear gap between international commitments and practical effectiveness. Despite the legislator's promptness in ratifying international and regional conventions and integrating them into Law 06-01, this framework has remained insufficient to curb the phenomenon. This is primarily due to the focus on traditional deterrent measures while overlooking digital transformations and the sophisticated methods of organized crime, which has led to legislative stagnation and an inability to protect the national economy from the worsening effects of corruption. To achieve a comprehensive response, there is an urgent need to modernize legislation by requiring commercial companies to establish "compliance systems" and institutional integrity as a proactive line of defense. This must be accompanied by addressing the legislative shortcomings that hinder the prosecution of contemporary corruption crimes. Transitioning from mere legal texts to an integrated national strategy—incorporating digitalization, transparency, and the activation of regulatory bodies—is the only way to ensure true effectiveness, restore the rule of law, and drive economic and social development.
