الاستيراد المصغر كآلية لدعم المقاول الذاتي وتطوير أنشطته الاقتصادية

الملخص
الملخص: يعد الاستيراد المصغر آلية حديثة تهدف إلى تسهيل عمليات التجارة الخارجية من خلال تمكين الأفراد من استيراد كميات صغيرة من السلع المسموح بها بإجراءات مبسطة وتكاليف منخفضة، وقد ساهم المرسوم التنفيذي رقم 25-170 المؤرخ في 28 يونيو 2025 في ادماج هذا النشاط ضمن الإطار القانوني، بعد أن ظل لسنوات طويلة محصوراً في الاقتصاد الموازي تحت مسمى تجارة "الكابة". وفي هذا السياق يشكل الاستيراد المصغر أداة داعمة للمقاولين الذاتيين ، إذ يوفر لهم الموارد والسلع الضرورية لإطلاق أو توسيع أنشطتهم التجارية والخدمية والإنتاجية. وقد خلصت الدراسة الى أن التفاعل بين الاستيراد المصغر والمقاول الذاتي يسهم في تنمية روح المبادرة وتنشيط الأسواق المحلية، مما يجعلهما رافعة مهمة لدعم التنمية الاقتصادية وتقليص نسب البطالة، كما يمثل الاستيراد المصغر فرصة واعدة للاقتصاد الوطني، لكن يجب تنظيمه وإدارته بذكاء لضمان تحقيق أقصى استفادة منه، مع تلافي أي تحديات قد تواجهه. الكلمات المفتاحية: الاستيراد المصغر، المقاول الذاتي، المبادرة الفردية، الأنشطة الاقتصادية. تصنيف JEL: L26 ;F14 Abstract : Mini-importation is a modern mechanism aimed at facilitating foreign trade operations by enabling individuals to import small quantities of permitted goods under simplified procedures and at low costs. Executive Decree No. 25-170 dated June 28, 2025, contributed to integrating this activity within the legal framework, after it had remained for many years confined to the informal economy under the label of "kabbah trade." In this context, mini-importation constitutes a supporting tool for self-employed entrepreneurs, as it provides them with the resources and goods necessary to launch or expand their commercial, service, and productive activities. The study concluded that the interaction between mini-importation and the self-employed entrepreneur contributes to fostering the spirit of initiative and revitalizing local markets, making them an important lever for supporting economic development and reducing unemployment rates. Moreover, mini-importation represents a promising opportunity for the national economy, but it must be organized and managed wisely to ensure maximum benefit, while avoiding any challenges it may face.
