Abstract: Targeted sanctions continue to be an indispensable tool for maintaining international peace and security. However, their implementation procedures at the national and regional levels have faced significant criticism from academic and judicial circles. These criticisms have largely centered on the failure to adequately respect the fundamental rights of individuals and entities listed by the Sanctions Committees. As a result, national and regional courts have increasingly reviewed the domestic and regional measures that give effect to Security Council listing decisions, scrutinizing their compatibility with due process guarantees. In doing so, these courts have taken into account the unique position of the Security Council, as well as the specific objectives and purposes of the sanctions regime. This judicial scrutiny has, in turn, prompted the development of non-judicial review mechanisms within the United Nations system. These mechanisms enable listed individuals and entities to submit requests for review or delisting from the sanctions lists.
