الملخص
تهدف الدراسة الى التعرف على البطالة الاختيارية في العراق من أسباب تكوينها والمتنوعة بين(الاقتصادية: انخفاض كفاءة الأداء الاقتصادي- التنمية غير المتوازنةالخ.) -(الشخصية والارادية: ضعف مفاهيم ثقافة العمل الحر- تفضيل حياة الترف على الجد والتعب،،الخ.)-(غير الارادية: ارتفاع النمو السكاني- أسواق العمل الرقمية- الذكاء الاصطناعي)، وما لها من آثار(اقتصادية: هدر الاقتصاد القومي- انخفاض الإيرادات الضريبية- العجز في الموازنة العامة للدولة- بروز الاقتصاد غير الرسمي-عمالة الأطفال،،الخ.)-( سياسية :الاختلال في مفهوم المواطنة-انخفاض رضا المواطن عن أداء المؤسستين التشريعية والتنفيذية على حد سواء،،الخ.) -(اجتماعية ونفسية وصحية: الجرائم الأخلاقية- التشرذم الاجتماعي– مظاهر الاعياء البدني،،الخ)، وتوصلت الى نتائج أهمها( إنشاء قاعدة بيانات عن البطالة الاختيارية" لعدم توافراها" ولأهميتها في تسهيل عملية البحث العلمي- الاستخدام العقلاني للموارد النفطية- وضع سياسات سكانية تتلاءم مع السياسات الاقتصادية الكلية - رفع مستوى التعاون بين العراق والدول التي لها تجارب مع الظواهر التي تهدد أمن المجتمع،،الخ.). The study aims to identify the voluntary unemployment in Iraq, including its various causes ; economic: low efficiency of economic performance, unbalanced development, etc. Personal and voluntary : weak understanding of freelance work culture , preferring a life of luxury over hard work and effort, etc .Involuntary : high population growth, digital labor markets ,and artificial intelligence.Its effects include ; economic: waste of the national economy, decreased tax revenues,and budget deficit. Political: imbalance in the concept of state citizenship, the emergence of the informal economy and child labor, etc. Low citizen satisfaction with the performance of both the legislative and executive institutions, etc. Social, psychological, and health related issues: moral crimes, social fragmentation, and manifestations of physical exhaustion, etc .The most important results were:creating a database on voluntary unemployment due to its unavailability and its importance in facilitating the scientific research process, rational use of oil resources , developing population policies that are compatible with macroeconomic policies and raising the level of cooperation between Iraq and countries that have experiences with the phenomena that threaten the security of society.
