العراق في مؤشرات العطاء العالمي

الملخص
تهدف الدراسة الى التعرف على مؤشر العطاء العالمي بمؤشراته الفرعية الثلاث(مساعدة الغريب-التبرع بالأموال- التطوع بالوقت)، وعلى وفقه، سجل (العراق) أعلى درجة عطاء عالميا" في(2016 و2018 و2023)، مما يعكس زيادة الوعي بالتضامن الاجتماعي، ومن ثم، يوصف شعبه بـ(الكرماء)، وأدناها(2019) وتذبذبا" بين الارتفاع والانخفاض في(2017 و2021 و2022 و2024) نتيجة لتحديات جمة (النمو السكاني/ ضعف التشريعات المنظمة للعمل التطوعي/عدم توفر قاعدة بيانات شاملة /قلة الدعم المادي والمعنوي/ ارتفاع معدلات الفساد،،الخ.)،وتوصلت الى نتائج عدة، أهمها(اعداد استراتيجية وطنية للعمل التطوعي "ادراجه كجزء أساسي في الأهداف والأولويات المحددة"/ توفير الدعم المالي" تخصيص ميزانية خاصة لها" / إطلاق حملات توعوية حول أهمية العمل التطوعي،،الخ. The study aims to identify the Global Giving Index with its three sub-indices ;(helping strangers, donating money; and volunteering time). Accordingly Iraq recorded the highest degree of giving globally in (2016,2018, and 2023), which reflects increased awareness of social solidarity. Hence, its people are described as generous, the lowest (2019), fluctuating between high and low in (2017,2021,2022, and 2024) as a result of many challenges; population growth /weak legislation regulating volunteer work/lack of material and moral support /high rates of corruption, etc. The study reached several results, the most important of which; preparing a national strategy for volunteer work including it as an essential part of the specific goals and priorities, providing financial support, allocating a special budget for it, launching awareness campaigns about the importance of volunteer work, etc.
