Contributions Of Information And Communication Technology To Achieving Quality Health Services In Algerian Public Hospitals – With A Forward-looking Reference To The Category Of People With Special Needs

Abstract

Abstract: The study aimed to diagnose the dimensions of information and communications technology (ICT) and its contribution to achieving digital quality in public hospitals, particularly for people with special needs. The study was based on the following question: Does digital infrastructure, in all its dimensions, affect the quality of health services in Algerian public hospitals? To answer this question, the descriptive analytical approach was adopted, along with a questionnaire distributed to workers at a public hospital in Annaba. Using the SPSS analytical program, several results were reached, the most important of which was the role of the human and organizational elements in improving the quality of digital health services for people with special needs. The study also recommended the need to develop the efficiency of medical staff and organizational structure, without neglecting other dimensions. Keywords Digital transformation - Quality of health services - Health infrastructure - Public hospitals - People with special needs الملخص: هدفت الدراسة إلى تشخيص أبعاد تكنولوجيا المعلومات و الاتصالات ، ومدى مساهمتها في تحقيق الجودة الرقمية للمستشفيات العمومية، لاسيما لفئة الأفراد من ذوي الاحتياجات الخاصة، وقد تم الاستناد إلى السؤال الأتي: هل تؤثر البنية التحتية الرقمية بجميع أبعادها على تحقيق جودة الخدمات الصحية في المستشفيات العمومية الجزائرية؟ وفي سبيل الإجابة على ذلك، تم الاعتماد على المنهج الوصفي التحليلي، و الاعتماد على استبيان تم توزيعه على عمال احدى المستشفيات العمومية بمدينة عنابة، وعبر استخدام البرنامج التحليلي SPSS ، تم التوصل إلى عدة نتائج كان أهمها دور العنصر البشري و التنظيمي في مسار تحسين جودة الخدمات الصحية الرقمية لذوي الاحتياجات الخاصة، كما أوصت الدراسة بضرورة تطوير كفاءة الطواقم الطبية و البنية التنظيمية، دون اهمال باقي الأبعاد الأخرى. الكلمات المفتاحية التحول الرقمي – جودة الخدمات الصحية – البنية التحتية الصحية، المستشفيات العمومية – ذوي الاحتياجات الخاصة
